Panoramica

In 2020 MSF OCB has handed over the responsibility for the implementation of their Operations in Italy to MSF Italy, with the mandate to focus on Migration issues. 

 

People On the Move project is based in Agrigento and focuses on providing first medical line service at landings and PHC through mobile clinic. Our target population are mainly transit people. Together with these interventions, the project has the objective to monitor/assess medical needs above all Italian territory with the objective to identify situation of needs, providing timely medical intervention. 

 

The MSF team in Agrigento intervenes with a mobile clinic in the province's CASs and communities for unaccompanied minors, to provide Primary Healh Care and Mental Health activities. The project operates in the same way in informal settlements with seasonal workers, when needed. Following the formalisation of an MOU with the Ministry of Health, the team is operating in a joint MSF-MOH MH ambulatory. 

 

Main Purpose 

 

In close collaboration with the Country Coordination Team, defining the operational strategy for the project. Being responsible for MSF’s operational response in the project and coordinating MSF’s programme execution and identifying the population’s health needs and the humanitarian issues at stake.  Ensuring compliance to MSF’s charter, ethical standards and policies in order to realize organizational objectives and improve the target population’s health conditions and humanitarian situation. 

 

Accountabilities 

 

  • In close collaboration with the Country Coordinator, representing MSF and defending its interests before local authorities, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image. Raising awareness in the target population about the existence of MSF's programs. 

 

  • Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions in order to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints in order to make project proposals, set project targets and to calculate material, human and financial resources needed.

 

  • Ensuring data collection and epidemiological surveillance system, in agreement with the MedCo, in order to define effective medical programs for the targeted population.  

 

  • Defining and updating, in close collaboration with the Country Coordinator, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Ensuring the implementation of the Inter-operational directorate Security Agreement (ISA) in the project, both in spirit and letter, promoting a culture of pro-active information sharing and collaboration 

 

  • Supervising the implementation of safety and health protocols in order to ensure safe working conditions for the project staff, ensuring, together with Medical Coordinator, an optimum psychological status of all project staff, looking for and suggesting solutions in case of mental health related issues  

Responsabilità

 

Representation and networking 

 

  • The Project Coordinator represents MSF within the framework of the project, and is therefore responsible for the reputation and perception of MSF locally. S/he negotiates presence, activities and MoU with the relevant local authorities, and is in charge of developing institutional contacts with local partners in order to maximize the impact of MSF activities.

 

  • With support from the capital team, s/he ensures that the MSF activities and protocols are compliant with the national and local legislation and constantly analyses the context in order to timely identify gaps and potential legal issues related to MSF operations. The Project coordinator also contributes to the Department of Programmes strategic discussion and planning.

Project management 

  • S/he is responsible to design, plan and implement MSF objectives and activities in the area of intervention, making sure that the resources are adequately identified and used according the target population needs and MSF standards.

 

  • S/he is responsible for monitoring and analysing the migration dynamics while assessing internal responses from institutions, as well as the political and humanitarian situation in the project area in order to identify the population’s health status and needs. The aim is to identify potential gaps and constantly evaluate the pertinence of MSF intervention.

 

  • S/he is accountable for the proper planning, sizing, and supervision of all financial and material resources needed in the project. S/he supervises all orders (medical and logistical) and the project’s purchases as well as the financial indicators, with the support of the capital referents, in order to ensure efficiency and early detect deviations and its causes. 

 

  • S/he is responsible for establishing emergency preparedness plans and carry on emergency response in the project area. In particular, at request of the DoP and with support from the capital team, lead exploratory mission or emergencies response outside of the project area. 

 

Advocacy and Comms 

 

  • S/he identifies advocacy and communication needs in the project area and leads the local implementation of the national advocacy and comms strategy, with the support and in coordination with the Humanitarian Affairs and the Comms team based in the capital and on the field, if it applies. 

 

Miscellaneous 

 

  • In close coordination with the DoP and according to the specificity of the local context and project activities, s/he is responsible to adapt and implement the national strategy for civil society and MSF groups engagement

Conditions

 

  • Essential:  
  • Working experience of at least two years in relevant similar jobs in other NGO’s, or previous field experience with MSF in different contexts  

 

  • Working experience in developing countries  

 

  • Working experience in migration contexts, especially in Sicily 

 

  • Working experience of at least 1 year as Project Coordinator with MSF  

 

  • Desirable:  

 

  • Working experience of at least 1 year in team management

  • Driving license (valid in Europe) is essential 

 

  • Contract: fixed term contract of 9 months (01/01/2026- 30/09/2026), renewable. Full-time. Level I of Italian CCNL of Commerce. Candidates should hold a work permit to work in Italy.

 

  • Gross annual salary: 42.075 - 51.246 euros, depending on the MSF experience of the selected candidate.

 

  • Duty Station: Project is based in Agrigento, it is essential to be flexible to move in different locations accordingly to the project needs.

 

  • Compensation and benefits

 

  • health insurance: health insurance will be granted through the Italian National Health Care System plus an extra medical insurance (Sanimpresa) for contracts with a duration of 90 days or greater, which covers medical costs, illness and hospitalization, permanent invalidity and death (100k);

 

  • the staff will be entitled to a luncheon voucher worth 5 euros for each day worked for at least 4 hours for the entire period of his/her contract;

 

  • accomodation for relocated staff only: MSF provides accomodation in the form of collective housing (shared accomodation with a contribution based on duty station);

 

  • transport: MSF will cover a round trip ticket at the beginning and at the end of the contract and an additional round trip ticket will be paid by MSF between the place of domicile and assignment location every 12 months of contract for non-Italian residents.
